The Multi-Donor Action “Application of Just Transition Principles in the Closure and Repurposing of Coal Mines in India” is jointly co-financed by the European Union (EU) and the Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ as part of the BMZ funded project “Just Energy Transition in Coal Regions in India” invites bids from potential agencies for comprehensive baseline assessment for this multi-donor action project.
Background:
Key activities support India’s movement away from coal reliance, first ensuring just transitions in coal regions where some coal mines which are already identified as economically unproductive. Only if the case for a just transition in such regions can be made, a “phase-down” of coal in India will receive adequate support among political decision-makers, society and businesses affected. Activities include the development of specific Just Transition plans and their implementation in two coal regions in India, in the state of Jharkhand which has the largest known coal reserves in India and is also one of the poorest states in the country India and thus exemplifies the challenge of managing coal mine closures environmentally and socio-economically sound.
Tasks for the assignment:
In this context, the selected agency is expected to carry out comprehensive baseline assessment as mentioned in the TOR: GIZ is seeking an expert technical agency/company/NGO, to conduct the comprehensive baseline assessment for the multi-donor action project in two coal mine regions of Jharkhand including the following:
• Environmental Assessment
• Infrastructure Assessment
• Socio-economic Assessment
• Capacity Development Needs Assessment
